    Ashley Hoffman joined the California Chamber of Commerce in August 2020 as a policy advocate specializing in labor and employment and workers’ compensation issues. Before joining the CalChamber policy team, she was an associate attorney in the Sacramento office of Jackson Lewis P.C., representing employers in civil litigation and administrative matters as well as advising employers on best practices, including compliance with laws such as the California Labor Code, California Wage Orders, and the Fair Employment and Housing Act. She previously worked as a litigation associate and a summer associate at Gibson, Dunn & Crutcher, LLP, Los Angeles, representing clients in a variety of matters including employment discrimination, consumer protection class actions, trademark disputes, immigration matters, and other issues. She also was a law clerk at the U.S. District Court for the Western District of Tennessee in Memphis and a judicial extern for the Ninth Circuit U.S. Court of Appeals in Pasadena. Hoffman holds a B.A. with high honors in political science from the University of California, Santa Barbara, and earned her J.D. from the UCLA School of Law where she was a Michael T.     Megan Gamble is vice president at Wilson Callahan Strategies with over a decade of experience in public affairs. Before joining WCS, she was the communications and outreach manager for the County Welfare Directors Association overseeing media relations and communication strategies in coordination with county social services departments statewide. Prior to CWDA, Megan was a senior account executive at Bicker, Castillo & Fairbanks Public Affairs managing coalitions, grassroots engagement, websites, social media, and media relations. She began her communications experience working in Governor Jerry Brown’s press office. Megan has a bachelors in political science from San Diego State University and a master’s degree in California and American government from California State University Sacramento.

  • Jack Van Steenburg - FMCSA Executive Director and Chief Safety Officer
    Jack Van Steenburg serves as Executive Director and Chief Safety Officer for the Federal Motor Carrier Safety Administration. He is the first person to hold the title of Executive Director at the Agency. An expansion of his former role as Assistant Administrator and Chief Safety Officer, a position he has held since 2011, Van Steenburg provides direct leadership over the Agency’s Office of Safety (field, training, & enforcement offices), Office of Research, Technology, Analysis and Registration, as well as overseeing the critical activities of the Office of Policy, the Office of Administration, the Office of the Chief Technology Officer and the Office of the Chief Financial Officer. Van Steenburg is responsible for strengthening FMCSA’s vital strategic partnerships with federal, state, and local governments, members of the highway safety community, industry stakeholders and the motoring public. As the Agency’s highest-ranking career employee, he leads the Agency’s Congressionally mandated mission to save lives by reducing the severity and the number crashes involving large trucks and buses. He is holds an Associate’s degree in Criminal Justice from Hudson Valley Community College, a Bachelor’s degree in Accounting from Plattsburg State, and a Master’s degree in Public Administration from Marist College.

Examples of client work include: • Leads fleet electrification planning, site analysis, and feasibility assessments for many of GNA’s large corporate clients. • Authored of Technology Feasibility Assessments for zero and near-zero emission drayage trucks and cargo handling equipment, prepared for the Ports of Los Angeles and Long Beach • Leads fleet electrification roadmap development for over a dozen municipalities in California, including cities and counties. • Manages GNA’s Low Carbon Fuel Standard services group to assist fleets in generating revenue from the use of low carbon fuels.

    Chris Spear is a government relations specialist with over two decades experience on five continents, serving the transportation, energy and defense technology sectors. Mr. Spear is President and Chief Executive Officer of the American Trucking Associations, advocating public policy on behalf of the nation’s trucking industry. He serves on the Board of Directors for the American Transportation Research Institute, Trucking Cares Foundation and the Louisa Swain Foundation. Previously, Mr. Spear was Vice President of Government Affairs for Hyundai Motor Company, serving on the Global Automakers Executive Committee; Senior Vice President of Legislative Affairs for the American Trucking Associations; Vice President of Emerging Markets for Honeywell International, based in Bracknell, United Kingdom; and, Vice President of Honeywell Global Government Relations in Washington, DC and Brussels, Belgium, managing corporate interests in the US, Europe, Middle East, Africa, Central Asia and Latin America. Mr. Spear served in the US federal government as Deputy Representative for the Coalition Provisional Authority in Iraq. Prior, he was nominated by President George W. Bush and unanimously confirmed by the US Senate as Assistant Secretary of Labor for Policy. During his appointment, he was the President’s Senior Advisor to the Iraqi Ministry of Labor; Commissioner on the President’s Mental Health Commission; and, Executive Committee Member of the US Architectural and Transportation Barriers Compliance Board. Before his nomination, Mr. Spear worked as professional staff in the US Senate. Mr. Spear is a graduate of the Honeywell Executive Development Program, a recipient of Honeywell’s Premier Achievement Award and was awarded the US Department of Defense Joint Civilian Service Medal. He holds a master’s and bachelor’s degree from the University of Wyoming.
