Since 1987, the California Highway Patrol (CHP) has been proactively involved in this traffic safety outreach program, specifically directed at the Hispanic community, using bilingual resources and presenters.  
The El Protector Program places special emphasis on education through dialogue with the community, rather than focusing on enforcement measures.
